“It makes you wonder how much states would be willing to create programs that could go away that quickly,” Claxton said. “They don’t want to be holding the bag with a bunch of promises they couldn’t possibly keep.”Cassidy and the bill’s supporters have argued that they are giving states freedom to experiment and innovate, which could lead states to find a way to affordably cover people with preexisting conditions.
