Week of February 17 – 21

New year. New bills being introduced.

ImageWe’re through the second week of session, and lots of interesting bills have been introduced as the intensity picks up. Some that I have introduced are:

  • A bill to allow 17 year-olds to vote in a primary if they turn 18 before the general election.
  • A bill to educate parents on screen use with young children, and help them understand how that can affect brain development.
  • A bill to protect Minnesota birds from lead poisoning.

Rep. Zack Stephenson (HD36A) Update: February 21, 2020

Dear Neighbors,

The legislative session ramped up quickly. Committees are meeting from early morning until late at night to make sure bills are heard before our committee deadlines.

Great Start for All Minnesota Children Act passes key committee

This week, the Early Childhood Finance and Policy Division approved House File 1. The Great Start for All Minnesota Children Act is a new, comprehensive plan to close the opportunity gap and invest in early care and learning. The measure provides $190 million for early learning scholarships targeted to kids between birth and age three and would positively impact approximately 25,000 children for the remainder of their lives. I was pleased to cast a ‘yes’ vote for the plan to give our youngest learners a head start in life!

Firefighters visit the Capitol

I enjoyed meeting Minnetonka Fire Chief John Vance this week. We talked about legislative issues that impact our Minnesota Fire Service including the Hometown Heroes Assistance Program. Thank you, Minnesota Fire Service and Chief Vance for being an effective force for keeping Minnesotans safe.

Legislators, youth, and labor announce one-time appropriations for climate action

Thanks to Minnesota’s youth and labor for championing a new proposal of one-time appropriations to address the climate crisis. These new investments which will reduce greenhouse gases and benefit public schools, homeowners, local governments, and nursing homes.

The 2020 Legislative Session is underway, and we are hitting the ground running! This week, my colleagues and I in the Minnesota House reaffirmed our commitment to our littlest Minnesotans by introducing the Great Start for All Minnesota Children Act, of which I’m incredibly proud to be the author. I stood with legislators and advocates (some of them only a few months old) to make our case for investing in children from birth to age three.

Research shows that the biggest payoff comes in the earliest weeks and months of a child’s life. The Great Start for All Minnesota Children Act invests $500 million in early learning and child care that would positively impact thousands Minnesota children and families across the state. The interim between sessions was productive and informative, and I look forward to putting what I’ve learned to good use in the coming weeks and months. Each and every senator here cares deeply about our state, and we have a lot of work to do.We have urgent policy issues that we must tackle. We also need to get a bonding bill done, to invest in public assets and infrastructure needs across the state. With tight legislative deadlines, this session will be done before we know it. Following adjournment of the floor session on Tuesday, the full House of Representatives remembered Rep. Diane Loeffler, who passed away in November. Senate DFL elects new caucus leader

After 6 hours of debate and deliberation on Saturday, the Senate DFL voted on the position of caucus leader. The state of Minnesota is fortunate to have two exceptional public servants in Senators Bakk and Kent. I greatly appreciate the work Senator Bakk has done, I am excited to work under Senator Kent’s leadership, and I look forward to working with both of them this coming session.

A life lost to opioids powers Chris Wivholm Foundation’s mission to end stigma around addiction

When Elina Curran’s only son, Chris Wivholm, died of a fentanyl overdose in 2018, it felt like her world was over.

“I was in such great pain,” Curran said two years later. “Basically my life ended with his death.”

But her mission had only just begun. Curran founded the Chris Wivholm Foundation in Eden Prairie, where she and Chris had lived since 2005, to fund addiction research, end social stigmas against families and individuals struggling with opioid addiction, and award an annual scholarship to an Eden Prairie student in Chris’s honor. Rep. Carlie Kotyza-Witthuhn (HD48B) Update: January 16, 2020

Dear Neighbors,

Happy January! I hope the first weeks of 2020 have been good to you and your family. The 2020 legislative session begins in less than a month, on February 11, and I’ve been working to connect with people in the community to talk about what we hope to accomplish, together, at the State Capitol.

In the short term, I hope we can reach a consensus on emergency access to insulin for people who can’t afford to fill their prescription. It’s unacceptable that some diabetics are forced to ration their insulin due to its skyrocketing costs while Big Pharma continues to rake in massive profits. Rationing can have tragic consequences. All Minnesotans deserve access to prescription drugs they can afford. This includes insulin, which for people with diabetes, is as vital to life as air or water.

Another session priority will be a capital investment bill to renovate and repair buildings and other assets including colleges and universities, roads and bridges, parks and trails, wastewater treatment plants, and more. This week, Governor Walz announced his recommended proposals, and I’m hopeful lawmakers can work together to make robust investments in our shared infrastructure. Continue reading “Rep. Rep. Laurie Pryor (HD48A) Update: January 9, 2020

Dear Neighbors,

It’s been one year since my family joined me at the Capitol on January 8, 2019 as I took the oath of office for my second term in the Minnesota House. I remain deeply grateful for the engagement from community members about the issues that matter to all of us. I’m proud that even in a divided government, we worked together to deliver on values like a world-class education, a strong economy, and safe and healthy communities.

The start of the new term also meant taking on a new responsibility as Vice Chair of the House Higher Education Division. All Minnesotans deserve the opportunity to get a college degree or technical training without experiencing insurmountable debt. Our budget took strong steps to stabilize tuition, and affordable college is critical to our competitiveness as a state. I successfully chief-authored legislation to increase investments in Workforce Development Scholarships, which provide incentives to students entering high-demand fields like information technology, health care services, manufacturing, and early childhood education.
