Legislature approves bill to make insulin affordable

Yesterday, the Legislature approved landmark legislation that makes affordable insulin accessible in an emergency and over the long-term. The bill is called the Alec Smith Insulin Affordability Act.

Alec Smith passed away in 2017 at the age of 26 when he aged off of his parents’ health insurance and was forced to ration his insulin that he could no longer afford, due to its incredibly high cost. Alec’s story is unfortunately not unique, as at least two more Minnesotans have died from insulin rationing since last year’s legislative session. These tragic stories have put a spotlight on the skyrocketing cost of insulin, which has tripled in the last ten years. Studies indicate that 1 in 4 diabetics have resorted to rationing their medication due to the lack of access to affordable insulin. Efforts to reach solution to insulin crisis still stuck

A bipartisan House and Senate working group remain stuck in their efforts to find a way to get Minnesota diabetics access to emergency insulin, a public hearing on Wednesday made clear.

Leading lawmakers in both parties have made it a high priority to create a state insulin assistance program since the 2019 legislative session began nearly 12 months ago.

But state legislators and Gov. Tim Walz have yet to reach agreement on how to tackle the issue, even blowing past a late November deadline the governor had set for taking action.

Counterpoint: Legislators should make insulin policy, not give medical advice

People who live with diabetes should consult carefully with their physician, and we should find a way to make it affordable.

The Minnesota Legislature is having a serious debate about how to bring down the soaring cost of prescription drugs. Lifesaving drugs have become inaccessible to many because of their high cost. Insulin is a particularly egregious example, tragically brought into focus by the death of Alec Smith, a young man who died because he had to ration the insulin he could no longer afford. We are working to find a way to prevent another unnecessary tragedy by ensuring that people who live with diabetes have access to the insulin they need to survive.

As legislators, we should not dispense medical advice. Rep. Jeremy Munson, R-Lake Crystal, inserted himself (“Over-the-counter insulin is a viable option,” Oct. 4) into the patient-physician relationship by recommending that insulin-dependent diabetics use a $25 insulin option from Walmart.

As the only physicians in the Minnesota House, we feel compelled to respond.

LETTER: Phillips advocates for lower insulin costs, Paulsen is lobbying for big pharma

To the editor:

Oh, how times have changed. Reading about how Rep. Dean Phillips has been advocating for lowering insulin costs in Congress with H.R. 4010, has me both excited and astounded.

A year ago, with Erik Paulsen we would have never seen our District Three representative working for such an important bill. In fact, Paulsen is now lobbying for big pharma. The ones who are trying their hardest to make life saving medicine inaccessible to people who do not have the means to pay the ridiculously high prices. But, Rep. Phillips is acknowledging how high insulin prices are and the inaccessibility with working on The Emergency Access to Insulin Act (H.R. 4010).

The bill will not only help people get emergency supplies now, but also plan for the future with how to continue having access to insulin.

We have long needed a solution to this crisis and with a person like Phillips in office we are finally seeing one start to arise.

Reps. Angie Craig, Dean Phillips Lead Effort To Lower Insulin Costs

Bill would provide emergency insulin and lower costs for Minnesotans

WASHINGTON, DC – Today, U.S. Reps. Angie Craig (MN-02) and Dean Phillips (MN-03) introduced H.R. 4010, The Emergency Access to Insulin Act. This bill would increase insulin access for underinsured and uninsured patients, make insulin more affordable, and hold big drug companies accountable for jacking up insulin prices and making other life-saving drugs unaffordable for Minnesota families.

The price of insulin has increased by over 600% in recent years, leading Minnesotans to risk their lives by rationing their supplies. This bill, which is the House companion to U.S. Sen. Tina Smith’s Senate bill, would:

  • Provide states with federal grants to set up short-term emergency insulin supplies for uninsured and underinsured patients
  • Help patients find long-term affordable insulin options
  • Penalize big pharmaceutical companies for excessive price increases

“This is not an issue we have the luxury of waiting on. Minnesotans are dying because of the outrageous cost of insulin and other life-saving prescription drugs,” said Rep. Craig. “This bill provides real, immediate solutions to the skyrocketing cost of insulin, while also looking toward long-term fixes by holding big pharmaceutical companies accountable for their bad faith efforts to profit off the backs of working families. I’m proud to partner with my fellow Minnesotans on this critical effort.”

“Over the past two decades, Minnesotans have suffered from a 600% increase in insulin prices,”said Rep. Phillips. “That’s outrageous. Statement from House DFL Leadership on insulin, prescription drug affordability

SAINT PAUL, MINNESOTA — House Speaker Melissa Hortman and House Majority Leader Ryan Winkler released the following statements after Governor Walz’s insulin roundtable event this morning:

“Minnesotans shouldn’t lose their lives because they can’t afford lifesaving medications they need, like insulin,” said Speaker Hortman. “The House stands ready to take meaningful action on insulin affordability and hold the pharmaceutical industry accountable.”

“Senate Republicans killed the Alec Smith Emergency Insulin Act and sold out to Big Pharma,” said Majority Leader Winkler. “The skyrocketing price increases for drugs like insulin have to do with one thing: greed.
