Minnesota House approves State Government, Elections, Veterans Budget

SAINT PAUL, MINNESOTA – This evening, the Minnesota House of Representatives passed their proposal for the State Government budget bill, including provisions from the State Government Finance and Elections Committee as well as the Labor, Industry, Veterans and Military Affairs Finance and Policy Committee. The legislation funds the state’s constitutional offices, internal service agencies, and various boards, councils, and commissions. In addition to funding the state government, the bill also contains policies and funding to protect and strengthen Minnesota’s elections. The bill passed on a vote of 68-62.

“As our state addresses and recovers from the COVID-19 pandemic, the investments in this bill facilitate the responsive state government Minnesotans deserve,” said Michael Nelson (DFL – Brooklyn Park), Chair of the House State Government Finance and Elections Committee. “Minnesotans hold elections in high regard, as seen by our consistent leadership in voter turnout. Following a safe, transparent, and secure election in 2020, our proposal strives to engage even more Minnesotans in the right to have their voices heard when exercising their civic duty.”

Neighbors, 

More Minnesotans are now eligible to receive the COVID-19 vaccine. We reached our goal of vaccinating 70% of Minnesotans 65 and older last week, despite original projections showing that wouldn’t be the case until the end of this month. With vaccine administration being ahead of schedule, it’s highly possible that full vaccination could be a reality for all Minnesotans who want it by this summer. Events like the State Fair are within our reach, as long as we play it smart in the coming months.

Minnesotans who are now eligible to receive a vaccine include the following:

  • People with certain underlying conditions, including sickle cell disease, down syndrome, and oxygen-dependent chronic lung or heart conditions, and those who are in active cancer treatment or immunocompromised from organ transplant
  • People with rare conditions or disabilities that put them at higher risk
  • Food processing plant workers

We’re finishing our first full week of the 2021 Legislative Session, and in keeping with public health guidelines the majority of our official work this session will be done virtually, including taking our oath of office.

The Latest on the COVID-19 Vaccine

Over 153,300 Minnesotans have received the first dose of the COVID-19 vaccine, including more than 31,113 Hennepin County residents. As you may have heard or seen in the news, the vaccine is being administered in phases. Health care workers and long term care residents will be the first to receive it, followed by essential workers, those 65 or older, and those with underlying health conditions. If you’d like to stay updated throughout the vaccine distribution process, our state’s new Vaccine Data Dashboard is a great resource.


2021 DFL House Priorities

This week, my DFL colleagues and I in the Minnesota House unveiled our priority legislation for the House DFL Caucus this year, which is largely focused on getting our state through this pandemic and helping Minnesotans bounce back. These are trying times, but we get through them by protecting and investing in the resources that help Minnesotans who have been hurt the most by COVID-19. You can read more about our initial priorities here.

Late last night, the 2020 Legislative Session officially ended, with today’s business reserved for speeches from retiring members. Though session has concluded, it’s likely my colleagues and I will meet for a special session, possibly in June. With the uncertainty around the COVID-19 pandemic, it’s possible we may need to meet to extend Governor Walz’s peacetime state of emergency, or to complete unfinished legislative business from this year – be it a jobs and local projects bill, or additional economic security measures for Minnesotans.

This was certainly an unprecedented session at the legislature, with the bulk of it taking place remotely. I’m extremely proud of the bipartisan measures we were able to pass, especially in our initial response to the virus, that were able to help Minnesota prepare for this pandemic. Minnesota House expected to ratify state employee contracts

House DFL logoSAINT PAUL, MINNESOTA — Today, the Minnesota House of Representatives is expected to ratify state employee contracts. Approximately 50,000 state employees are covered under these contracts, and the contracts are currently in effect.

“Our state employees provide essential services for the people of Minnesota — including critical work on the front lines of the COVID-19 pandemic,” said House Speaker Melissa Hortman. “The Legislature should ratify these contracts, which were negotiated in good faith and that have been in place for months. The Legislature gets an up or down vote, and does not have a role in negotiating different terms. A no vote or a failure to act by the House and Senate means pay cuts and chaos for state employee health insurance benefits. There will be a time to deal with the state budget deficit in the future, and decisions may be made that impact future state employee contracts. State employees and the Administration have fairly negotiated these contracts, and they should be approved.”

Rep. Michael V. Nelson (HD40A) Update: March 13, 2020

This week at the State Capitol, much of our work has been dedicated to ensuring that Minnesota is prepared for COVID-19, also known as the coronavirus. Following the first case of COVID-19 in the state last Friday, the Minnesota Legislature acted swiftly and unanimously to pass $20.8 million in investments for the Minnesota Department of Health (MDH). We have amazing public health professionals in our state, and these funds will help them combat this virus.

Today, Governor Walz declared a peacetime state of emergency, emphasizing the need to deploy community mitigation strategies (canceling large events, avoiding crowds and travel, keeping substantial space between you and others). This is a quickly evolving situation, but these recommendations don’t mean that healthy Minnesotans should bar themselves from leaving their home entirely, rather that practical measures should be taken to prevent the contraction and spread of COVID-19. Paid Family & Medical Leave

Similar to the bills we passed last week, the Paid Family & Medical Leave Act was a bill that was previously passed by the Minnesota House, only to be blocked by leadership in the Minnesota Senate. I believe every Minnesotan deserves the opportunity to bond with a newborn, care for a family member, or deal with their own illness without risking their paycheck, and that’s why I voted to pass this bill last night.

TODAY: State Government Committee to hold public hearing this afternoon

SAINT PAUL, MINNESOTA — Co-Chair Michael Nelson (DFL – Brooklyn Park) will hold a joint House/Senate State Government Conference Committee this afternoon at 3pm to discuss policy and fiscal proposals in the State Government budget.

The House budget appropriates the full $6.6 million allocated by the Federal Government to improve Minnesota’s election security, accessibility, cybersecurity, and to modernize the statewide voter registration system. The Senate does not allocate any of the Federal money, leaving it on the table. Minnesota has four years to allocate and use the funds, a portion of which would be used on projects that could take four years to complete.

This week we are on a legislative break, a time for House and Senate members to spend time in our districts with constituents as we observe Easter/Passover. Here’s an update on the progress we’ve made in the legislative session so far.

Committees have been meeting to put together our budgets. As chair of the State Government committee, I put together a budget that will make our elections more secure and accessible, and ensure a complete and accurate census count. Minnesota consistently leads the nation in voter participation and we stand on a long history of ensuring every Minnesotan is included and counted. Our proposal reflects a continued commitment to uphold those values.

Our Republican-led Senate, however, has other plans. I have continued discussing with them the need to allocate the full amount of money the Federal government gave us to secure our elections. They agreed in the beginning of session that this was important, and are now using it as a bargaining chip.

Investing in Education
The House education plan, released last week, would increase revenue from corporations to lower taxes for families and individuals while also increasing investments in education. Three quarters of the new revenue will go toward E-12 education, with the remaining fourth going toward freezing tuition for Minnesota students for two years.

Minnesotans have been telling the Legislature for years that the state’s commitment to our schools has not kept pace with inflation, leading to layoffs and local referendums for property taxpayers to fund just the basics. By targeting corporate tax havens and making sure big corporations pay their fair share, the investments in our schools that Minnesotans want are possible.

Distracted Driving 
Distracted driving is on the rise – it’s a factor in one in four crashes and contributes to 59 deaths and 223 serious injuries annually in Minnesota. Democrats and Republicans worked together last week to pass a bill to increase drivers’ safety. There are a lot of distractions out on the roads, and our cell phones are a constant cause of accidents and distraction.

I proudly voted for this bill that will make our roads safer by requiring Minnesotans to put down their phones and focus on the road – and on Friday the Governor signed the hands-free bill into law.

Night to Unite / National Night Out

Tuesday, August 7th, is Minnesota Night to Unite and National Night Out. These events are held the first Tuesday in August in neighborhoods across the country to celebrate a commitment to our safe communities. If you would like me to stop by an event in your neighborhood, please let me know and I will try to attend. I am hoping to get to as many neighborhood events as possible.
